How to change-move-rearrange app icon positions in Android 8.1 honeycomb grid launcher? I mean, for any full Android device that cannot be upgraded.

If not possible with the built-in Android version, is there any application to accomplish that?

It’s not possible with the stocklauncher. But Erics Universal Launcher can do the trick: You can define apps as favorites. They will then appear in the order in which you marked them as favorites.
