Try the following:
Set the X and Y of the small hands to 200.
Set the rotate of the elements of the smaller hands to ‘NONE’.
Then make a ‘Group’ with the elements of the smaller hand.
Set the X and Y of THE GROUP to the right values.
Set the rotate of the GROUP to minute or hour or what you want.
That should work.
