Yes - I am puzzled about this - what are you trying to do?

Change a CSM (watchskin) file to an APK (an App?) file so that it can be downloaded to a watch?

Are you trying to add watchskins to your watch?

I have download a rom call fitness created by china, and it request a APK file for the watch face, so I need to change the file created by CSM from file to apk

Well good luck with that. It was never designed to work that way. Sorry but I would say it’s unsupported.
