Ok - so after a lot of testing and using both LES1 and Thor - I can confirm that voice typing works fine as I showed Mr Ticks so he could make that video.
BUT - no voice control Off-Line outside of typing in apps like messages or similar.
Works ok with a sim card in using Google voice search but not off-line.
After talking with the firmware makers it seems that this is a limitation due to the very small version of G-Apps they use. (Google core services)
That page has five bumps.

Only time will tell. It would mean a lot more google services which Google will not be happy about or support at all.
Independent third party apps would be better
